The App
Most binaural beat apps play pre-recorded files. The Gateway generates pure sine waves live, using the exact frequency specifications Monroe documented. Every session is tunable. Robert Monroe's System
Monroe spent three decades mapping specific altered states and the audio conditions that reliably produced them. He gave each state a number. The 1983 CIA report validated the framework as "plausible" using the physics and neuroscience of the time.
1.5 – 4.0 Hz • Theta / Delta
The entry point. Full physical relaxation while maintaining waking consciousness. Monroe called this the gateway to all further exploration. Achieved through layered theta and delta carrier pairs.
0.25 – 10.1 Hz • Sub-delta – Alpha
Consciousness expands beyond ordinary sensory perception. Eight simultaneous frequency pairs including sub-delta body awareness suppression and alpha awareness expansion. Monroe's most complex documented mix.
4.0 – 7.05 Hz • Deep Theta
Fewer than 5% of participants achieve this in a 7-day program, per the CIA report. Deep theta layering. Monroe described time as a wheel — each spoke an access point into one's personal past.
4.0 – 16.2 Hz • Theta / Low Beta
The most advanced state in the Gateway program. The CIA report describes it as attainable "only by those conditioned through long meditation practice or months to years of Hemi-Sync use." Theta foundation with low beta activation layers.
Beyond normal waking range
Monroe mapped states beyond physical life: Focus 23 (newly deceased), Focus 27 (The Park — a reception center Monroe believed was created by collective human consciousness to ease the transition after death). Documented in Ultimate Journey, 1994.
The Council • I-There • The Sea
The CIA report describes "The Absolute" as an infinite energy field outside spacetime. Focus 42 is Monroe's I-There — the cumulative soul. Focus 49, the collective consciousness of all evolved beings.

Published by the Monroe Institute of Applied Sciences in 1977 as the practical companion to in-person Gateway training. Later surfaced in declassified U.S. intelligence files as CIA-RDP96-00788R001700210023-7. Now public via the CIA FOIA Reading Room. The workbook contains no Hz data — it is the exercise and visualization manual Monroe's trainees actually used.

Daily Tools are visualization techniques drawn from a 1977 training manual. Pain reduction, sleep onset, and emotional release techniques are not substitutes for medical care. Seek a clinician for persistent pain, sleep disorders, or mental health symptoms.
How It Works
First documented by Heinrich Wilhelm Dove in 1839. Monroe's contribution wasn't the discovery — it was engineering complex, layered multi-frequency mixes tailored to specific consciousness targets.
When two pure tones of slightly different frequencies reach each ear separately via headphones, the brain generates a third tone at the difference frequency. That third tone doesn't exist acoustically — it exists only as an electrical signal produced when both hemispheres process the input together.
Left ear receives 500 Hz. Right ear receives 504 Hz. Your brain generates a 4 Hz binaural beat in the theta range. An observer can't hear it. It exists only in your neural processing.
Monroe developed "designer mixes" — layered combinations of four to eight frequency pairs running simultaneously, each with different carriers and beat differentials. Each mix is engineered to guide the listener toward a specific Focus Level.
The Monroe Institute later added Spatial Angle Modulation (SAM) technology: spatial audio variation on top of binaural pairs, used for advanced gamma-range programs.
Binaural beats require headphones. Speakers allow the two tones to mix acoustically in the room before reaching either ear — which defeats the neural processing effect. Separation of frequencies to individual ears is the mechanism.

Declassified 1983
On June 9, 1983, Lt. Colonel Wayne M. McDonnell of U.S. Army Intelligence completed a classified report after attending a full Gateway training at The Monroe Institute. Declassified in 2003. Available in the CIA's FOIA Reading Room.
"Fundamentally, the Gateway experience is a training system designed to bring enhanced strength, focus and coherence to the amplitude and frequency of brainwave output between the left and right hemispheres so as to alter consciousness, moving it outside the physical sphere so as to ultimately escape even the restrictions of time and space."

McDonnell assessed the Gateway Process using frameworks from physics, holographic theory, and neuroscience. He drew heavily on Itzhak Bentov's Stalking the Wild Pendulum (1977) to justify his theoretical claims about consciousness and resonance.
His 12-step operational protocol progressed from basic hemisphere synchronization through OBE induction — culminating in proposals to have trained personnel encounter "intelligent, non-corporal energy forms" and construct holographic patterns around sensitive locations.
The report also acknowledged its central limitation: practitioners had traveled coast-to-coast in OBE states to read computer-generated numbers in a lab. "Although most have acquired enough of the digits to make clear that their consciousness was present," McDonnell wrote, "none have ever succeeded in getting all ten correct."

For 14 years after declassification, Page 25 was absent from all released copies. The CIA denied having it. In 2017, The Monroe Institute revealed they had held it and released it publicly.
The CIA's remote viewing program trained military personnel as psychic intelligence assets. Several officers underwent OBE training at The Monroe Institute. Shut down in 1995 after $20M spent — results were above chance but too vague for actionable use.

The Gateway is built on Monroe's work. It also tells you exactly what peer-reviewed science does and doesn't support. Both things are true.

Monroe's advanced claims about OBEs, non-physical realities, and post-death consciousness are not scientifically validated.
